Circular Islands is a research and consulting firm specialising in circular economy, resource management and territorial transitions, with particular expertise in island contexts.
 

We support local authorities, institutions, businesses and territorial stakeholders in understanding resource flows, developing circular economy strategies and designing solutions tailored to local realities.
 

Our approach combines scientific rigour, in-depth knowledge of territories and the ability to translate analysis into actionable solutions. Depending on the requirements of each project, Circular Islands also brings together a network of experts and partners with complementary skills.

An ambition born in Réunion Island

Circular Islands was founded in Réunion Island with one ambition: to develop leading circular economy expertise tailored to the realities of island territories.
 

Dependence on imports, limited resources, geographical isolation and vulnerability create specific challenges for islands. Yet these constraints also make them ideal environments for experimenting with new approaches to resource management and building more circular and resilient economies.
 

Circular Islands was founded by Chloë Francomme, PhD in Economics, whose research has focused on the transition of island territories towards more sustainable models. Her work explores territorial metabolism, the measurement of circularity and resilience, and the development of indicators suited to contexts where resources and data may be limited.
 

Her background combines academic research, territorial expertise and international experience, including work in South Africa promoting the economic development and international outreach of Réunion Island. A French and English speaker and native Réunion Creole speaker, she also contributes to the production and dissemination of knowledge through scientific publications and conferences.
 

This combination of scientific expertise and first-hand understanding of island realities forms the foundation of Circular Islands’ approach today.
